This is a discussion on Inaccurate battery reading, won't charge to 100% - like many others, I need help within the HTC Thunderbolt Rescue Squad forums, part of the HTC Thunderbolt Support category; Just over 3 hours...
It seems that around 50% is where the phone has issues reading the battery. Compare the voltage and % to the above post- lower % but higher voltage...?

The battery is currently at 23% and 3662mv and is steadily discharging. This is only after 4.5 hours of use, which was typical when I first installed the battery, after flashing the ROM. I'm sure it will get better as the battery cycles fully.
Immediate drop in voltage...
About two months ago, my original (bought in March) stock T-Bolt started doing the same thing. (I'm running the extended Trident battery, btw. REVIEW - Trident Electra - Case with built in Extended Battery and Holster) I eventually called Verizon and they ran me through a couple of tests before giving up and sending me a new phone. Since then, the phone has been acting great. My battery charges fully and lasts longer than ever. I took my phone off the charger yesterday morning when I awoke around 6 a.m. and used it for checking texts, making phone calls, doing some Facebook posts and playing a game or two. Nothing really powerful, but I was pleasantly surprised to see that when, at 10 p.m. I prepared to turn it off, that I was still at 87%. Still don't know what caused the original problem, but that's the breaks.

I've decided that I'm going to bump charge the battery multiple times, each time I get it charged up as much as the phone will charge it. Hopefully I see green soon.
I received my external charger...still no luck.

Long story short, no solution, so I gave in and got a replacement yesterday from VZW. Flashed BAMF Forever Cubed 1.10 and phenomenal battery life with the Rezound battery:
After I got the phone rooted and the ROM flashed, it was around 7pm yesterday. I calibrated the battery and didn't charge it until it died, around 7pm today. You can see the mild plateau where I was asleep in the graph. It will only get better from here!
Anyone that's having this problem, just return it to stock and order a replacement.

Been having the same problem... can't get charge past ~81% no matter what I try. Bought new batteries from Verizon, and still no joy. My wife also has the TB and she can charge to 100% with any of our batteries, so its definitely a phone problem and not a battery problem. And also tried everything badmeat tried. Unfortunately, I'm no longer under the 1 yr warranty (got the phone when it first came out in March 2011).
Since I bought my TB with my Visa credit card, I get an extra year of warranty service (which my credit card company confirmed). I called HTC to find out about repairs, and they sent me to Personal Communication Devices (PCD) which they use for servicing out of warranty TBs. PCD wants me to send in my phone for a couple weeks to diagnose the problem (starting with a $75 charge just to see the phone), and won't give me an estimate on how much it will finally cost to repair. The warranty service will only pay up to my purchase price for the phone (which was $179).
So my question: can my TB battery problem be fixed if I sent it in for repair? From previous posts, the only way to fix this problem has been to get a replacement phone, so is it even possible that a phone with this problem can be repaired?
