Woohoo! I have been having the same issue and I finally fixed it today! so happy to see the green 100% fully charged light come on for the first time in a year.
I figured that it was hardware after trying all kinds of software tricks. I took the phone apart and got down to the mainboard. I took the metal cover off of the board to reveal the components underneath, then I used a hot air blower to reflow (resolder) the power management chip labeled PM8058 and all of the components around it. the heat blower i used is made by Hakko, it is an SMD rework blower, I was lucky enough to have one at work that I could use. the blower softened up the solder enough so that I could hear the components settle into place but did not blow any of the tiny components off of the board. I pressed on a couple of small components but DID NOT PRESS ON THE PM8058 CHIP (not a good idea to press on B.G.A. chips). after blowing hot air on the area for about two minutes, constantly moving the so that nothing burned i decided that was enough.
I put the phone back together and put a battery in that I knew had good voltage, and VIOLA! instead of the phone reading 30-40% like it has been doing it actually read as 98%. Then I plugged in a charger and it was soon at 100%!!!
now I don't have to go buy a new phone, awesome.

Great find, never thought about trying that, I have done the PS3 many times, I'll have to give it a try this weekend if I can figure out which of the 2 spair bolts I have for parts was the culprit![]()
Just have to figure out how to concentrate the air flow from my heat gun, so I don't cook the whole board.
